Taiwan AI Labs Recognized as a Trusted AI Partner Aligned with EU Regulations; Launches First National-Level Federated Learning Collaboration Between Taiwan and Europe
[Taipei, May 15, 2025] Taiwan AI Labs was recently recognized as a Gold Partner at Machine Learning Prague 2025, one of Europe’s most influential applied AI conferences, held from April 28 to 30 at the O2 Universum in Prague, Czech Republic. The Lab was formally recommended by the Czech National AI Hub as a trusted international partner, with its technological direction aligned with the EU’s Artificial Intelligence Act (AI Act) and General Data Protection Regulation (GDPR).
The event gathered thousands of data scientists, engineers, and industry leaders worldwide to explore practical applications of AI and discuss key challenges. This year’s agenda spotlighted AI in healthcare and finance, information security, and the advancement of trustworthy AI technologies.
Machine Learning Prague introduced Taiwan AI Labs as Asia’s first open AI research institute, noting its deep alignment with the EU’s core AI values. The Lab’s work reflects a shared vision in four key areas:

In response to the global momentum around digital rights and data protection, Taiwan AI Labs developed FedGPT—a platform that integrates federated learning with generative AI. Designed to meet stringent privacy and compliance standards, FedGPT allows institutions to train AI models internally without transferring sensitive data to external clouds or third parties. Its architecture supports cross-institutional and cross-border collaboration, making it ideal for sectors such as healthcare, finance, and public administration.

Following its participation in the AI Action Summit in France last year, Taiwan AI Labs has now been invited by the Czech Ministry of Health and national medical institutions to co-launch a collaborative initiative on federated learning and generative AI. This joint effort will support the Czech healthcare system in adopting AI solutions that prioritize privacy and ethics—marking a significant step in Taiwan’s AI technology being applied in real-world European contexts.

Diplomats and Representatives from 23 Countries Convene in Kaohsiung to Discuss Sustainable AI: Taiwan AI Labs Showcases Key Research Advancements
[November 4, 2024, Kaohsiung] Taiwan AI Labs hosted an international forum on November 2 at its Kaohsiung R&D Center, welcoming 38 diplomats and representatives from 23 countries to discuss the future of sustainable and trusted AI. Leading the event were Foreign Minister Lin Chia-lung and his wife, Mrs. Patricia Liao, alongside Kaohsiung Mayor Chen Chi-mai and Taiwan AI Labs Founder Ethan Tu. The forum underscored Taiwan’s growing influence in global AI innovation and its commitment to fostering international collaboration on secure, responsible AI development.
Foreign Minister Lin highlighted Taiwan’s pivotal role in AI technology through initiatives such as the Taiwan AI Federated Learning Alliance（TAIF（TAIFA））, which emerged through government and industry cooperation during his previous tenure. He noted that Taiwan’s pioneering digital twin platform for smart tourism, developed in response to the pandemic, has strengthened the nation’s position as a global leader in AI transformation. Lin emphasized that international partnerships are key to Taiwan’s development of AI as a strategic asset and soft power, particularly in fostering trusted and responsible AI.
Mayor Chen, recognizing his high school connection with Ethan Tu, reaffirmed Kaohsiung’s dedication to sustainable AI, with Taiwan AI Labs as a core partner in advancing solutions that align with the city’s net-zero goals. Taiwan AI Labs has collaborated with Kaohsiung’s Net Zero Institute to make AI-powered energy conservation a model for international sustainable practices. This partnership is set to deepen AI’s role across healthcare, agriculture, and transportation, supporting Kaohsiung’s urban transformation into a leading smart city.

At the forum, Taiwan AI Labs unveiled three major research breakthroughs developed in collaboration with the Ministry of Economic Affairs, Kaohsiung City Health Bureau, and multiple medical and research institutions. These include a federated FedGPT platform for secure collaboration across international medical centers, a multimodal AI model designed for energy efficiency, and AI-driven virtual assistants to support healthcare and education in multilingual contexts.
Joining the event were Kaohsiung Deputy Mayor Lee Huai-Jen, Health Bureau Director General Huang Chih-chung, Environmental Protection Bureau Director General Chang Jui-Hun, and Department of Administrative and International Affairs Director General Chang,Yen-Ching.. Ethan Tu noted that Taiwan AI Labs’ Kaohsiung office, located in the Asia New Bay Area, is the world’s first integrated generative AI healthcare ecosystem designed with sustainability as a central focus.
In 2022, Taiwan AI Labs launched the Kaohsiung Federated Learning Healthcare Alliance, partnering with Kaohsiung Medical University Hospital, Kaohsiung Chang Gung Memorial Hospital, Kaohsiung Veterans General Hospital, and E-Da Hospital. Through federated learning, the alliance enhances diagnostic accuracy and predictive healthcare across Taiwan’s network of 120 participating hospitals, forming one of the largest federated healthcare networks globally.
With support from Kaohsiung City Government and the Ministry of Economic Affairs, Taiwan AI Labs has led the A+ Enterprise Innovation Development Program since 2023, advancing AI healthcare solutions across southern Taiwan in collaboration with key medical and research partners.

- Pioneering Federated AI for Net-Zero and Sustainable Development
As global AI technology demands higher energy consumption, Taiwan AI Labs has led efforts to create a sustainable model with FedGPT, a lightweight yet highly accurate federated AI system tailored to business needs. Recent tests with traditional Chinese finance data reveal that FedGPT Pro outperforms larger models like TW-Llama3 and GPT-4o, providing exceptional accuracy with reduced power requirements.

The forum brought together representatives from Taiwan’s diplomatic allies—including Belize, St. Lucia, Paraguay, and Guatemala—and representatives from nations such as Jordan, Poland, Vietnam, and New Zealand. Ethan Tu emphasized that FedGPT’s federated structure allows organizations to train AI models without sharing sensitive data externally, aligning with global data privacy concerns and preserving digital sovereignty.
In 2024, Taiwan AI Labs launched federated AI services internationally, partnering with prestigious institutions like NYU Langone Health and Miami Cancer Institute. These partnerships leverage FedGPT to support precision oncology, demonstrating Taiwan’s leadership in global AI healthcare applications.
- Federated Multimodal AI for Advanced Medical Solutions
The Kaohsiung Federated Learning Healthcare Alliance recently developed a federated AI model for X-ray analysis, aiding early osteoporosis detection with an impressive AUC score of 96%. In collaboration with major hospitals, the alliance has produced 161 specialized models across orthopedics, cardiology, and nephrology. The platform has achieved international certifications and completed over 425 cross-institutional training sessions, enhancing clinical applications and bridging data silos.
During the forum, Mark Pearson,the Director of the New Zealand Commerce and Industry Office inquired about additional applications of federated learning beyond healthcare. Ethan Tu noted that successful implementations in regulated sectors such as healthcare and finance could set the stage for broader applications in other industries. Taiwan AI Labs is also applying AI solutions to quality control in Kaohsiung’s steel industry and has partnered with the Ministry of Transportation on a digital twin tourism platform that has garnered billions of views globally.
